The Blues are keen to boost their firepower during the current transfer window and have earmarked 23-year-old France forward Dembele, who has scored 10 times in the league this season.
But Lyon have dug in their heels so far and released a public statement saying they have no intention of selling their key forward this month.
Tammy Abraham has taken on most of the goalscoring burden for Frank Lampard’s side this season, scoring 14 times in all competitions, and the manager wants someone to share the responsibility with the youngster.
Chelsea hope including Giroud, who has played just seven times for them this season and scored once, will entice Lyon to enter negotiations.
Giroud, 33, is keen to leave Stamford Bridge this month in order to gain more regular game time and boost his chances of making the France squad for Euro 2020.
Inter Milan have been linked with Giroud but were put off by Chelsea’s £6m asking price, especially given his contract expires this summer.
